Community asset transfer (CAT)

Community asset transfer is the transfer of land or buildings from a public body (usually a local authority) to a community based organisation at less than market value. This is done to achieve a local social, economic or environmental benefit. Across England, public spaces such as parks, libraries and swimming pools have been successfully managed by the community.
