With the Northern Hemisphere now firmly gripped by winter, the topic of homelessness cannot be ignored.
In 2007, Finland’s government set themselves the ambitious target of halving long-term homelessness by 2011 and eradicating it by 2015. Even though Finland did not achieve this ambition in full, it made considerable progress in reducing the number of long-term homeless people, with the help of the Housing First programme. This achievement is particularly striking in the European context, where in most countries the numbers of homeless people has increased.
